At the present time (Sept. 13, 2011) the nation of Greece seems to be on the verge of bankruptcy, which would be very bad for the EU. It is not clear that any new country would even want to join the EU in its current state of financial uncertainty. If the finances are ever fixed, then it would seem to be possible for new countries to join the EU with no problem - as long as that new country is European. It is specifically a European union, it is not open to everybody.

You can be from any country but you would have to do loads of paper work to show you have now joined this country. So you do have to be a UK resident.

Mesopotamia is not a country because it does not have any states. If Mesopotamia was a country, it would be highly innacurate. If it wanted to be a country, it would have to have many states.
