Not necessarily - the genes for albinoism are very recessive, but can be carried by a number of people. To the best of my knowledge, there is no link between the genes for skin tone (pale, fair, bronze, chocolate, dark, etc) and the gene for albinoism (true absence of all pigmentation).

An albino lizard in Texas would have a lack of pigmentation, resulting in white or off-white scales, pink or red eyes, and a pale coloration overall. It would stand out against the typical brown and green colors of lizards found in Texas. These albino lizards may have a higher sensitivity to sunlight due to their lack of protective pigmentation.

Can an albino corn leaf produce any food?

No, because to produce food a plant has to take in light and convert it to glucose (sugar) to be used as energy. The reason the plant is albino is because the plant isn't able to absorb any light. Likewise most plants are green because they cant absorb green light, in this situation the plant cant absorb any light leaving it colorless.
