Do you mean the fastest way to level up? To be honest with you, raising a Pokemon to level 100 without hacking or cheating takes a lot of time. But even though it takes a lot of time, the fastest way would be to trade a Pokemon from Diamond if you have Pearl or from Pearl if you have Diamond, have it hold an Exp. Share and battle whenever you encounter pokemons. It is better that you battle with trainers rather than with wild pokemons, because battling with trainers gives your pokemons more experience points. If your Pokemon is around level 20 to 25, the restaurant near Valor Lakefront would be a good one to raise a Pokemon and earn some money at the same time. If you have Vs. Seeker you can have a rematch with the trainers that you already battled with. If you don't have the Vs. Seeker, well, then I guess you have to be patient and battle with slightly lower leveled pokemons (about 5 levels lower.) or have your high leveled Pokemon battle around the route 229 or 228, and let the exp. share do the job to gain experience points. If you already beat the elite four, you could enter again with the strong pokemons and have the Pokemon you want to raise hold an Exp. Share. I think that entering the Pokemon league over and over again would be the quickest way to leveling up the Pokemon. I hope this helped answering your question. :D

The only way you could do that is to modify the pokemons ability with pokesav, personally i find that every Pokemon with wonderguard would be boring, so hence I'm not obliged to give out the code.
