the problem is that Neptune is a way to cold place to check anything out . it is -235 degrees and it is a water planet so no one would be able to research on the planet or even Set foot on it , also Neptune is a gas planet so you wouldn't be able to even breath there

Neptune has no solid surface to stand on. You would be swimming around in liquid hydrogen and helium. You would freeze to death. Also there is no food to eat, no water to drink, and no oxygen to breath.
There is no oxygen on Neptune, so, no. In theory, you may be able to in a space suit, but still, physically, no, you can't breathe on Neptune. Neptune is too cold to support life and too cold for electronic equipment to operate properly (such as space suits). See the related question below.
