The major such instance of which I am aware is when the verb is followed (or otherwise modified) by an adverb of long duration, as in "I learned that twenty years ago". "I have learned that twenty years ago" would sound distinctly odd if spoken at normal sentence speaking speed, but if there were a substantial pause after "that", as might be indicated by a dash in writing, it would not sound nearly so odd, although I would still consider it suboptimal.
