An interpreter conveys a message in spoken form. A translator conveys the message in writing. If you do not understand the language of the country you are going to, then it would be suggested that an interpreter accompanies you to the places you will be visiting provided you have the means to pay for one. However, it is not necessarily required in any settings unless you get prosecuted in that country and you definitely do not understand the language, in which case the country's government will provide an interpreter. If you need a document translated, such as a birth certificate or divorce decree, it may be required for you to get it certified depending on the country and the purpose. Well if you go to a different country and you know nothing of its lanugage you would need a translator. Without a translator you could be cheated by someone. With a translator you can talk with the natives of that country.
