Both classes, Paladin and Shaman, can be all three roles. One can not say which is better because each has different play styles and bring something unique to the playing field.
Paladins: Excellent main tank healers, not so good at group healing. Great tanks and excellent damage dealers. Brings three different buffs.
Shaman: Pretty decent group healers and pretty good tank healer. OK for damage dealing and tanking but not outstanding as either. Probably don't want to tank as a Shaman as they only get to wear mail gear as their highest armor type. Can either dps as melee or ranged magical (slightly better as melee dps). Brings some pretty fun stuff to the group with totems, which act like buffs, and with Bloodlust can really help the group.
All in all, neither is better all around.
