There are a variety of ways to scope a project. At one extreme is a formal multiple-day meeting and at the other extreme is scoping on the back of a napkin over a cup of coffee at the local coffee stand. Both extremes and all of the variants in between are valid. It all depends. This section suggests the best way from my experiences. You will most likely throttle that way back to what is realistic for your environment, and that's okay.

The Project Scoping Meeting is your first substantive encounter with the client. You may have had a COS session and agreed on a high-level scope for the project but need more detail in order to write a POS. The Project Scoping Meeting takes the COS deliverable to the next level of detail. In this meeting, the core project team will be present, as will the client, several key managers, staff, and end users of the project deliverables

What is project scoping?

The scope of a project consists of the project scope and the product scope. The project scope is defined as the work that must be performed to deliver the required products, services, or results with the specified functions and features. The product scope is the set of functions and features that characterize a product, service, or result to be delivered by the current project. It is about both what is included in the project and what is not. In other words, scoping a project means drawing boundaries around it, so that everyone knows what will be done and what will not be done. The importance of managing the project scope cannot be overemphasized because it has a profound impact on the overall success of the project

Dividing a project into seemingly complete and usable pieces but the requirement is not met until all pieces are complete is called?

This is known as the "incremental development" approach, where the completion of individual increments does not meet the overall project requirement until all increments are finished. This strategy allows for iterative development and the gradual building of a final product.
