The speedometer signal comes from the rear axle abs sensor. The PCM has nothing to do with it. You need to check the wiring from the rear axle to the abs computer.
Ours had a bad instrument cluster. It cost around $300 to fix by replacing the whole instrument cluster. There was nothing actually wrong with the temp it was just the cluster malfunctioning. Ours usually occured in the winter and then worked fine in the summer.
it is most likely a burnt out fuse, or the whole instrument cluster is shot. that happened to my 2002 impala. all gauges froze, and nothing worked. I would check the fuse first before replacing the entire cluster. Best of luck
