Yom Kippur is observed by individuals who practice Judaism, wherever they are. Where there are enough of them in one place, they gather for community services on the occasion, in homes, hotel rooms, basements, schools, offices, or synagogues. What country they are in is totally irrelevant to the observance of the holiday, although the geography will determine the time of evening when it begins and ends.
