Well, for one thing, be confident. Most girls aren't very developed by that age and you should be proud and certain about your body. Wear tops that compliment you. Do not wear tight tees, and definitely don't wear tight tank tops! Wear cute flowy tops that compliment your bust but don't make you look like an overgrown BarbieTM! Don't buy your Bras too big! If you think you look too big in the chest area, then buy 32c cups and feel the same way but look different. Don't try to turn guys on by puffing out your chest or making your girls bounce.
