That is completely OK. Every different guy has his voice "break" at different ages, and at 13 it would be OK for you to have not done that yet. As long as you have started to develop other secondary sexual characteristics there is nothing to worry about, the change in voice is on its way.
Though rare, if you have not had any pubertal changes at all, then you should probably contact your pediatrician to get your endocrine (hormone) functions checked out.

If you are concerned about your voice changing and it effecting your singing, take voice lessons to learn how to control and maintain your upper feminine vocal range.
Some males are late bloomers and their voice may take a couple more years to change.
