If your penis smells fish it sounds like a fungal infection. You should get an anti-fungal cream or powder.
If you really want to be guaranteed to knock the infection out then daily get potassium permagenate and tip it into a warm bath while stirring until the water is a dark purple. Soak in it for half an hour or more. However the down side is that your fingernails and toenails will stain black if you do that.
