There is not a hard and fast answer to your question. A firearm should fit your hand properly. It should fit your planned activities. It should fit your needs. And, it should fit your idea of what a firearm should be.
Start by answering these questions;
1. Why am I considering buying a firearm?

2. I have received professional training through?
Answers, N.R.A. Certified Instructor, Military, law enforcement
3. What type of shooting am I planning?
Answers, Personal protection, target, work related
4. Have I thought about the dedication to safety that goes with firearm ownership?
Answers, Yes, I am properly trained. Yes, I am going to attend a firearm safety class via N.R.A. Certified Instructor or law enforcement. No, I had not thought about it (see question 2).
Find a local gun store and try each model on for size. DO NOT PURCHASE A FIREARM UNTIL YOU HAVE BEEN PROPERLY TRAINED. Quality firearms safety courses will provide multiple firearms for you to "try on" and gain experience with THEIR firearms before you spend YOUR money to buy one. Get Trained, Get Fitted, Be Safe.

It depends on how tall he or she is. If they are under 5 feet tall you should be a little worried. If they are over 5 feet that is a normal weight. If they are under 5 feet tall i would have he or she work out and try to eat healthier! :)
