if the baby is born in Bulgaria, it gets birth certificate automaticly 5 days after the birth, if one of the mother/father is Bulgarian the child is Bulgarian as well. If the child was born outside Bulgaria (abroad, overseas) then one need to register it under Bulgarian authority (may be through the local Bulgarian embassy) and try to get the birth certificate, officially issued by the respective authority in Bulgaria. Finally one must go and register the child to the Home office (Ministry of Interior, MVR) , then it is possible to apply for a Bulgarian I.D number for the child. Once the child has the unique number (ID no.) respectively later may apply for Bulgarian National Passport.
