Transgender means you identify as a girl. If you don't feel like a girl you aren't transgendered, you probably just have gynemastia (fancy science talk for "moobs")

depends what kind of dress your getting for example, if your getting a sort of tutu dress you know tight from the top and puffy from the bottom then converse might look good but for a dress i recommend heels if you don't like them just do what i do wear flats pretty comfortable and look dressy at the same time :)
