"BOMA" stands for Buildings Owners and Managers Association International. BOMA 96 is a common abbreviation for "The Standard Method for Measuring Floor Area in Office Buildings", ANSI/Z65.1 1996. It is an industry wide accepted method for calculating the rentable area of a building and enables easy comparison between properties. BOMA 96 enables landlords to capture all the rentable areas in a building. In addition to the spaces occupied by tenants (defined as "Usable Area"), common areas such as corridors, washrooms, mechanical/electrical rooms etc. are added on a pro-rata basis to arrive at the Rentable Area. The common areas include spaces that serve only a particular floor ("Floor COmmon") and spaces that serve the whole building ("Building Common"). The proportion of common area to tenant area is defined in a gross-up factor, also called the R/U (rentable/usable) ratio, which enables comparison between different floors and buildings. A survey by a building measurement measurement specialist company is a great way of getting accurate and up to date information, backed up by drawings and calculations done on CAD.

In commercial sites, operating costs are calculated pretty much the same way. Residential is quoted per month, while retail, office, industrial, and most other commercial types are quoted per year...except for California which quotes everything per month.
