Separate them into three groups of four. Compare two of them on the balance scale. If they weigh the same, the other group contains the fake one. If one weighs less, it contains the fake one. Then separate the group with the fake one into two groups of two. Whichever one weighs less has the fake one. Then separate the group with the fake one into two. The fake one weighs less than the other.
