There is no evidence that he may not have used the same decree for the erestion of the diocese of Lingayen 1928 by Pope Pius. The diocese on Lingayen was elevated to the Archdiocese of Ligngayen-Dagupan on 16 Feb 1963 by Pope John XXIII.
