Either you are an administrator even if you think so. Or you don't have permission for some specific keys in the registry. You can get permission by right clicking on the required key and choose Permissions... Add your account in the permitted accounts with full access or just allow your account full control.
And your question is?
The operating system will not allow limited users to change any of the system's settings or applications or add/removing programs or registry. Only Administrators can do all these things. User can only view the data. so the in the user account when user want to access registry he can not access and it shows an error as "Registry editing is Disable by your Administrator" I didn't find the above answer useful. Visit the related link where you will find how to enable or disable registry.
By asking the administrator.

You can search for the registry. When you see it, right click on it and run as an administrator. After doing this, you should be able to make changes.
To update or install most programs you have to do it as administrator. You can use the Run As to install with an account that has privileges.
if you are trying to edit the registry, you need to have an administrative account or atleast permission from an administrative account to use the registry editor. If you do not know what you are doing, DO NOT EDIT THE REGISTRY. You WILL screw up your computer if you arent VERY careful.
Yes, Run it as administrator and update PB
Type the following text in registry and save it as enable.reg. [.reg is extension for regfiles] REGEDIT4 [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer] "DisableRegistryTools"=dword:00000000
Try logging in as the Administrator. If this is not possible, then as the message said, contact your administrator.
it may be network error , or registry error, run registry cleaner reg in out
Under guest account you cannot do much, and of course you cannot get administrator rights. But if it's your personal computer you can cancel a administrator password using a special cd, for instance, NT Cracker. After you cancel the password you will be able to log on under administrator account without a password.
