Yes, you can always give the car back. But you'll still be on the hook for the car loan from the bank. I, personally, would call the State Police. I've been in a similar situation, and the PA State Police stopped by the notary who was supposed to be doing the title work for the dealer and found HUNDREDS of title applications unprocessed.
