You brought car from a dealer your temp reg expired you never received your registration and the bank never received the title nor did penndot get the paper work on the car can you give the car back?

Yes, you can always give the car back. But you'll still be on the hook for the car loan from the bank. I, personally, would call the State Police. I've been in a similar situation, and the PA State Police stopped by the notary who was supposed to be doing the title work for the dealer and found HUNDREDS of title applications unprocessed.
