You have to finish the Sinnoh 'Dex, then you go to the Professor guy and he will upgrade to National 'Dex. Then you can do the Pal Park.
i have compleated the game and i have never seen a wild mismagumis in the sinoh region so the the answer there isn't any
Sorry No you can see some of the johto league Pokemon on Pokemon diamond and pearl if you go to the battle tower. ive seen a totodile and a cynaquil already. ;)
you don't gotta beat red to migrate just put both games in then when it sez like new game continue just scroll down the it sez like migrate from ruby the when you migrated go to the pal park in fuchsia city
You only have to see all the Pokemon (excluding event legendaries) to complete your PokeDex. So if you can't migrate, then just battle your friend who has a Pokemon you haven't seen yet. Or if you have no friends that like Pokemon (like me), you can purchase Action Replay.
He was seen but you cant go to where he is cause he went to sinnoh in Pokemon white and in Pokemon black kanto
no but if you beat the elite four and you have seen every single Pokemon in the Sinnoh pokedex, you can go to Pal Park and migrate your Pokemon from your Ruby version there.
you cant the pokedex is only for Pokemon you've seen not so you can pull them out and use them :(
beat the elite 4, and you have seen all 210 pokemon, then go and talk to professor rowan in sandgem town. when you do, professor oak will arrive and upgrade your pokedex to the national version. you will also get the ppokeradar.

You need to finish the game and beat the elite four, then you go with rowan, and he will give you the pokeradar, but you need to have seen all sinoh Pokemon for you to receive the poke radar. When you have the poke radar go to route 218. Luck is important but keep trying it took me a hour to catch one.
