Read the braille, then don't touch the game for about 2 minutes. This will open the door to Regice.
first, go to the diving spot that is REALLY small near the pacifidlog town, inside the rip currents. dive underneath, feel the braille, dive again, and you should be in a cave. go to the next braille and read it, then use dig to open it. when you get to the next braille, read it with wailord first in your party, and relicanth last. 3 doors will open, and near petalburg on route 105, the big rock should have an opening... inside is braille... i did this but i forgot how to open the braille... happy hunting, pokefans!
A braille reader does not exist in Pokemon Ruby or any Pokemon game with braille used as a puzzle. Translating the braille for yourself is very simple if you print off a braille alphabet sheet.
Braille key. With each Pokemon Ruby, Sapphire, Emerald, FireRed and LeafGreen version, you should obtain a Braille Key in the box. There is no "Braille" Pokémon. In Pokémon Ruby, Sapphire, and Emerald, a strictly visual form of Braille is used to encode the instructions for opening the chambers that contain the three Regis. Braille inscriptions are also present in the Sevii Islands, where the Ruby and the Sapphire lie. Braille is a form of alphabet, like abcd, in the form of raised dots, which some blind people read using their fingers.
You can find braille in various places in Pokémon Ruby, such as the ancient tomb on route 120. You can easily translate the braille by looking up the braille alphabet.
The braille has no role in mt ember ignore it and just go to the ruby room and get the ruby.
surf west of pacifilog on the currents. after a couple of attempts you will come to a place where you can dive down. dive and go around underwater till you see braille. read it and dive to the surface.

Braille is not a person in the game, it is a language used in the game to make it harder to obtain rare Pokemon.
