If the engine was getting gas before the filter change I can only think of a few things that might cause the problem . This may sound silly but did you turn off the tank valve & forget to turn it back on ? If it's an inline filter ( has a rubber hose on each end ) is one end of the filter marked in & the other end marked out ? You may have installed it backwards . If you disconnect the filter at the end going to the carb. does gas run out of the filter . If it does you likely have another problem . If it doesn't & the tank shutoff valve is open & there is gas in the tank & the filter is installed with the end marked ( in ) on the hose going to the tank then you may have gotten a defective filter . I would try putting the old filter back in & see if it runs .
