In different states and countries different laws apply. In the UK you are an adult at 18 and you can therefore live where ever you please without parent consent. Otherwise if you are under the legal age you have to have parental consent to live somewhere else. This of course differs if, for example, social services takes a child away.
Also your friend should be happy to let you live at their house and so it is important to have their consent.
But if you have both the consent of you parents/guardians and the friend you are moving in with then it is legal.
Or if you are over 18 (in most States and Countries) and have the consent of your friend then it is legal.
