You will have to provide more information about this problem:
1) Did you download and install the game from Blizzard or just from a 3rd party site?
No matter what you install, if your account is not upgraded to WOTLK, you still can't play it.
Solution: Go to your battle.net account and upgrade your account. You will need to have it upgraded up to Burning Crusade first (which comes free with WoW these days).
2) Did you get any specific error message? And does this happen during the install or when trying to play/log in?
If so, place the error message and when you get it in the Discussion portion of this question so we can see it.
