Try this, I got it from http://www.YouTube.com/watch?v=omzVG87fzOY
"IF YOU GET THE "Steam servers are busy" ERROR when you try to join a server or the game says "updating 0% or anything other than 100%" This is how you fix it:
1. Download and install CFToolbox from http://gmz.trignosfera.pt/pacman/view...
2. Open it up and show it to your SteamApps folder if it asks.
3. Look at your games in CFToolbox and see which ones are "outdated" or don't have 100% (some games will still work if its not 100%) this means they need to be updated. the ones that are server files wont need updates unless you plan on hosting servers through the game.
4. Go to http://gmz.trignosfera.pt/pacman/view... and get the latest patch for the games that don't have 100% it shows your version just get the update for the version you have until your at the highest version.
Example: your version is 24. latest version is 25. Get the 24 to 25 update.
5. Extract it with 7zip/winrar to anywhere on your computer cause once you apply the patch with CFToolbox you can delete the update file.
6. In CFtoolbox right click the game you want to update and hit "apply patch" and locate the patch/update you downloaded and choose it. It will say it is patching and wait for it to finish and it says "file updated""
They're updating the game.
