I have found that if I had to dig too deep to get a splinter out, just giving up on it for a day or two will cause the body to build up some puss around it. this will make it easier to squeeze out without having to further gauge your foot. Use you common sense though at a certain point having to seek medical attention may be the wisest coarse of action.
Anything effervescent works. Add some Epson salts, or Berroca to a bowl of warm water and soak the splinter for a couple of minutes while the water is still fizzing. The splinter should loosen and you should be able to squeeze it out quite easily.
The traditional way (if it is not to deep) is to take a pair of tweezers and pull it out gently, so it does not snap into a smaller piece. But if it is deep in squeze around the splinter and it should start coming out because of the pressure, than just pull it out using the way stated above.
A sharp blow with a hammer should do the trick. The atoms in the tweezers are all alligned north/south, hitting them should dealign the atoms and therefore demagnetize the tweezers. Be carefull not to damage the tweezers!!!
Any store should have knitting needles.
soak it in hot water for a while then break out a needle and tweezers. If you can't pull it out is should push out on it's own.
Contact your veterinarian immediately.

Think of needles like paint brushes, the rest will follow.

If you mean disposing of actual pins and needles you should wrap them safely and get rid of them in the trash.
