What you have is a Hypertrophic Reaction (this is a reaction to an irritant) generally due to the misuse of cleaning or healing agents. Irrigate the area with lots of clean running water and cease using anything else on the piercing for cleaning other than just water. The bump will dry up over the next 5 to 7 days, once the bump is gone (it may take a week or longer to make the bump go away), rinse your piercing under running water only and the bump will stay away.

There's not much you can do to alleviate the pain of a freshly pierced belly button. The pain should wear off in a few days. If it's an old piercing that's hurting then it's probably infected. Don't leave an infection untreated as in severe cases that can result paralyses of your legs.

You should be able to have it pierced, but it may be just the top part. The piercing artist I went to gave me a five minute consultation to ensure it was a possibility to have it pierced like I wanted to (I wanted both the top and the bottom pierced). I recommend you visit your local piercing shop and ask them to take a look. :)
