When you get it professionaly done, they tell you everything on how to clean it and shyt. But to keep it from getting infected, you need to clean it twice a day. How do i clean mine?
1. Use a q-tip and dab water all around the piercing
2. Use a small piece of toilet paper and dab the water off
3. Use a q-tip and dab spectro jel all around the piercing
4. Use another small piece of toilet paper and dab the jel off
5. Use a q-tip and dab water on it again to get rid of all the jel
6. use more toilet paper and dry it off
7. Your all good (:

in short- no. There are dangers with every piercing in terms of aftercare and infection etc, but as long as you keep your piercing clean and you're concious and careful of it then it will be fine. It may need to be taken out or covered up during sport or any time when it may become a hazard but this also goes with any other piercing, not just lip.

You would have to have some connection to a piercer, no reputable shop will pierce a minor that is THAT young. If you somehow find a shop that will do it, you and your parent must have photo identification with the same last name. And you will have to sign some forms. Body piercing should be taken seriously, never self-pierce. It can cause nerve damage and many different forms of infection.

If the piercing was done by a professional body piercer using a needle and the proper jewellery in concert with you following your aftercare instructions the piercing should be fine. If this want the case then you were taken in by who and where ever did your piercing, go get your money back.
