I have one...I heard it's a Chinese good luck coin (not money). It is probably from a World's Fair in the 20th century, some say St. Louis. Rare in China but not here. Still researchin'..... :)
I read on a metal detecting forum that it is a 1939 San Francisco Worlds Fair - Golden Gate Expo Token, given away at the Chinese Pavillion on Treasure Island. They are quite scarce. I have one too and have also been trying to figure out what it is for some time now. Glad to have an answer!
