Do you mean expansions? If so, there is currently two and there probably won't be any more. They are "The Shivering Isles" and "The Knights of the Nine". They're both great by the way, especially Shivering Isles.

The Elder Scrolls: Oblivion (GOTY) since this one would have the least glitches, plus includes Knights of the nine and shivering isles expansions.

the extra disc is for the add ons (shivering isles and knights of the nine) install it and you get two more main quest lines.

if by oblivion you mean the elder scrolls then no, the game of the year edition is the original game and the expansion packs all on one disk, either way it is the same game besides the fact that the game of the year edition has both expansion packs on it, the knights of the nine and the shivering isles.

If it's the Shivering Isles expansion, you have to wait a day or two before the door shows up. If it's the Knights of the Nine, you must speak with the prophet in Anvil to get the quest. If it's any other add-ons, sorry, I can't be much help.

This is what you have to do: select one- knights of the nine or shivering isles, download it, click eject disk, slide in oblivion the elder scrolls IV then it's pretty self explainitory from there.
In oblivion can you unlock the other areas?
It depends on what you mean. You can't unlock areas through game progress. The game doesn't work like that. If you have it on xbox 360, and you have xbox live, you can go to the marketplace and buy expansions such as knights of the nine, shivering isles, and the Orrery or the Wizards tower. You can download them online if it is on a pc, but I do not know the website.
Can you mod the 360 version of Oblivion?
Sorry, no you cant. You can only mod the PC version of the game. But you can buy the official mods- Knights of the Nine & The Shivering Isles.
