Chronic obstructive pulmonary disease, emphysema, heart failure, pulmonary embolism (blood clots in the lungs), cancer, and many other problems can present like this well. It depends on when the symptoms appear, how long they are present, things that make it better or worse, any other problems that you might be having as well (fever, chills, night sweats, high blood pressure, swelling in the legs, productive vs dry cough), and so on. The best idea is to see your doctor to have your symptoms evaluated.
