Yes. This means it is way out of time and will not ever start. It must be put back 180 degrees.
broken timing belt, check it- you wont get a spark if its broken
changed cluster checked all fuses and they aer good no bad or broken wires going to o/d switch
have you checked to see if the timing belt or chain is broken? have you checked cylinder compression? is the oil up to proper level?

the engine wont run. it cranks funny
I was driving on the highway and the car just stalled and wouldn't restart. Originally it showed a code for cam position sensor. I changed the cam pos sensor. It still wont start. When I try to start it it cranks much faster than normal. Now it shows a code for a MAP sensor. I changed that...nothing. Any ideas.
On one had you say it cranks and then you say it won't turn over. Which is it? If it cranks, then that means it IS turning over but just won't start. If it won't crank then it is NOT turning over. We need to know which it is to determine what may be causing this. Repost this with a better description of your situation

you have a passkey problem. you will likely have to visit a dealer i had to replace it in my car without labor the part cost 256.00 you have to have it coded also.
Some possible problems when your vehicle cranks, but won't start are a bad crankshaft position sensor, or a faulty ignition switch. Another possibility is a loose or broken wire that runs from the sensor to the PCM.
timing chain or gear is broken thats why it cranks so fast the starter is just turning the crankshaft not the cam. look or feel the rocker arms if they are not moveing its the the timing belt/chain
