Yes you can use garden soil, but it would be best to fertilize the plants regularly as the soil may have been depleted of some of its nutrients. Potting soil is preferable because:
1. It's free of insects, molds, etc. that could harm your plants.
2. It's made to a consistency that encourages plant root growth and allows for good water drainage (not dense and hard like clay soils or too loose like sandy soils).
3. It's generally lighter in weight than garden soil which comes in handy when you have to move those flower pots around

If the seeds you have planted in your garden are the correct type to attract a Moshling then the Moshling will be waiting for your in your garden and when you choose to keep it or set it free, your seeds will automatically be removed. If you just see three plants then the combination you have is not one which attracts a Moshling.

Just go to your Moshling Garden. If the correct combination of flowers grew, a moshling will be walking around the garden. Click on the moshling and follow the instructions. If the color of flowers do not attract a moshling, the Cluekoo in the tree will give you a hint about which flowers to keep.

Cone flowers, scientific nameEchinacea, does well just about anywhere. They are commonly planted from USDA hardiness zones 3 through10. Pensacola is in zone 8. Plant them in average soils with full sun to part shade. They do tolerate hot, dry situations but prefer average to moderate garden moisture. And yes they are perennial in Pensacola.
