The air filter in all the new mustangs are not permanent and should be checked or replaced every 15,000 miles

It depends. Usually they should be checked when you do your regular 3K oil change. If the filter is dirty--a dark gray--then it should be replaced.
Cars need maintenance to work their best. Every 3,000 to 5000 miles the oil and oil filter needs changed. The air-filter, power steering fluid, and fuel filter need to be checked and replaced ever 15,000 to 30,000 miles. The spark plugs and battery should be checked and replaced every 40,000 miles while the brake pads, brake fluid, timing belt, tires, and power steering fluid should be checked and replaced every 60,000 miles.

Because the breather system(Crankcase ventilation system) was routed to the air filter. Most people remove the line going to the air filter and route it to a breather filter which you may obtain from any Harley parts retailer. The problem is if you only ride your bike occasionally, it will continue to squirt when you first start it, do after installing the breather filter, remember to put a drain pan under it when you start it.
I am not aware of a breather filter on the 323. The breather hose on the valve/cam cover vents directly into the intake snorkel located between the throttle body and the air meter (the snorkel is the black oval shaped tube in the shape of an 'L') Cheers Malcolm
are you getting fuel past the fuel filter. do you have spark at the spark plugs
Have you checked the fuel pressure? If the pump has failed you will NEVER get it started without starting fluid.
