Pertaining to the issue of personal debt, civil courts do not have jurisdiction to operate outside of the U.S. Which means the person would not be pursued for repayment via the Canadian judicial system. If however, the person left property in the U.S. it can be seized and possibly liquidated to repay outstanding debt(s).
