Either the key is not cut properly, or the cylinder is worn out.
The key is almost never the problem, there is a halo ring around ignition and module in dash that are usually the problem- you need an auto locksmith to test them

yes a fuel filter problem can cause a starting problem because if your fuel filter blocks the gas wont flow through and you wont get gas to the pistons to start the engine
Physically has a turning problem ? Try your spare key and still has the problem? Replace the ignition switch.
That sure sounds like an ignition switch problem... not just the tumblers, the whole switch.

I have the same problem, going to have a locksmith make sure its the ignition switch and cylinder and just not a key problem or a tumbler problem.

No there is no feature like you describe, the problem is that the ignition lock cylinder has gone bad. It will need to be replaced by an automotive locksmith or the Ford or Mercury dealer. Do not put graphite powder in the lock or it will make it worse.
