I'm assuming this question means what types of horse can stand 12.2 hands high. Hands are the most common Western measurement of the height of a horse, taken from the height at the highest point of a horse's withers, or shoulderblades. A hand is equal to four inches. 15.2 hands means a horse is 15 hands, two inches tall at the withers. Because there are only four inches in a hand, there is no such thing as 13.4 hands or 16.7 hands, et cetera. Hands only go up to .3 before skipping up to the next hand. There are some small Arabians and Quarter Horses who stand below this limit but are still considered a horse because they have horselike, and not pony-like, conformation and characteristics. There are many breeds of pony that can stand 12.2 hands high. Some common breeds of pony include the Welsh Mountain, Pony of the Americas, and Shetlands. The smallest breed of horse is the falabella of Argentina which stand about 7hh (28 inches or 70cm). Although they are small enough to be ponies, they are considered "minature horses" instead because of their slender proportions.

The most major difference is that a horse's legs are not muscular like a human's. There is very little, if any, muscle mass on a horse's legs. Also, horses stand on their toes, unlike humans who stand on their feet from the heal (which is very similar to the hocks on a horse) to the toes.
