The statute of limitations on unpaid debts in Tennessee is only six years. Provided you have not admitted debt recently (which it sounds like you haven't) you cannot be held accountable for the fine even if you didn't pay it in the first place. The next time someone approaches you about the fine, simply inform the company that they cannot legally collect on this debt.
