If you can't turn on the computer and it won't even go to the "POST", there is something more serious wrong. Even with a virus, the computer should hit the Power On Self Test.

You can, but it's not that like you might think. You will have to get a switch and connect all your computers to the switch, then the computer with USB drive connected has to be setup as a gateway which is tricky.

This question is non-sense, but if the computer is unplugged, it can not acquire a virus. I think it's meant to say, "If your computer is unplugged and then plugged back in, will there be any viruses waiting to infect the computer?" That's what I think.
