Whenever you want a new bush, i would say summer. Maybe spring. Because the summer isn't to hot at the moment so it wouldn't dry out becoz we have looadss of rain :) xx

The best time to plant most trees is during dormancy, so late Fall to early Spring is the best time to plant or transplant hybrid poplars. I feel, if you transplant around December, your trees have plenty of time to get used to their new location before new root, leaf and stem growth begin.

I have done much research and have found that the best time to plant a fig treeis in late summer closest to fall. I live in the Alamogordo area. i have planted two fig trees around that time and they have done absolutly wonderfull. :)
