You work as a telemarketer and for some reason you are not allowed to call leads from the 229 area code Why is that?

229 is just a standard US area code for the state of Georgia, so it's not something anybody outside your company can guess.
Maybe your company doesn't offer service in the area or has decided not to target people in that area. Or maybe leads for customers in 229 area are assigned to a different team. You would have to ask to be sure.
