both of my autoseatbelts went out ,i disconnected the battery and reconnected and they worked .
it could be your mass air flow sensor
If a 1997 Nissan Maxima will crank but will not start, there could be a problem with the fuel pump. Another possibility is an issue with the ignition switch.
Check for a break in the ground wires. There will be several possible break areas. When one of the wires breaks you could lose the ground on the Maxima.

I was told that on a Honda there is a circut that will make the seatbelts lock up. I the case of a car accident the seatbelts will lock down and you will have to be cut out of the belt. Over time the circut can get corroded and will lock the seatbelts down.
If there are disc brake, it could be frozen caliper slides or a frozen caliper piston. If they are drum brakes, it could be a frozen wheel cylinder.

A fuse blows when there is a short in the system check for broken or fraid wires
