If it is a discovery or defender, try driving the car in a straight line rolling at walking pace in neutral and shift rapidly.
If it is a Range Rover it is moved electronically and you may have a fault in the system. If you look under the car near the transfer case (located centrally under the car) at the rear near the hand brake drum you will see two heavy wires going to a small wiper motor. Try applying 12v to this motor to see if it will change ratios, otherwise this motor may be faulty.
