What causes heat to only come out of the defrost and vent but not the floor of a 1995 S10 Blazer?
theres a vacuum switch over under the dash that alllows the air to be switched different places sounds like that is bad
could be a vacuum leak could be bad selector switch defrost is the default position for this systen

There are different methods of installing radiant flooring depending on whether you prefer under floor radiant heat or an above floor system. There are many videos on YouTube that can help with your installation either way.
the heat blows out the defrost when it should blow out floor vents only
it depends of your house. if it has more than one floor then it might not. it also depends on how many rooms has radiant floor

The floor you can install on top of the radiant heat is Tile and hardwood floor.
