Two possibilities that I can think of: 1. The thermostat is malfunctioning. 2. A buildup of scale in the water bowl does not allow for enough heat to transfer to the water before the heating element reaches the cut-off temperature.

I recommend buying a new cooker and using distilled water instead of tap water.
