It sounds to me like the rods traveling from the inside handle to the outside handle (which , by the way , are designed to operate in their own "channel" one behind the other) are crossed where their paths meet.Try moving the rod "behind" the other to the front of the pair.

Most likely the outside handle is broken. The ear that the rod connects to breaks off. Only solution is to replace. Remove the inside panel and there will be one or two bolts holding the handle in. ON the back door there should only be one rod connected to it.

you need to remove interior door panel. and check the rod. make sure its atached to your outside door handle and your locking mechenism.

The easiest thing would be to buy and install a metal storm/security door on the outside, making sure that the hinges are not accessible at the outside of the house.
