The options depend on how aggressive in disputing the charge the involved party chooses to become. There have been several class action lawsuits filed and won against creditors who arbitrarily raised interest rates and fees. It is also possible for an individual to file suit claiming a breach of contract, among other violations. Most consumers do not want to go quite that far, in which case a letter of dispute can be submitted, and one can only hope for the best. However, if in the original contract there is a stipulation that if there is a late or missed payment the interest rate will automatically increase; there can be no recourse.
