In a joint tenancy with right of survivorship, the last remaining tenant becomes the owner of the whole thing, and the property does not become part of the "estate," and does not need to go through probate. This is because the joint right of ownership expired along with the person who did not survive.
Therefore, the estate (and will or intestacy laws) do not apply to any property that is held as joint tenants. The wife owns the whole thing and can dispose of it as she sees fit (in her own will, or by gift during her life, or by sale, etc).
